This change stems from Brazil's official classification system, known as ClassInd, the agency responsible for age rating games, films, and television programs. According to reports, the change in classification levels is not related to sensitive content such as violence or inappropriate language. Instead, it originates directly from monetization systems and mechanisms similar to gambling.

Brazilian government regulations clearly state that features such as 'buying random virtual items (loot boxes)' and gambling simulations are mandatory criteria for classifying a product as 18+. Although Mario Kart Tour presents itself as a harmless racing game, the systems that existed within the game, particularly the random reward mechanism, have drawn intense scrutiny. Industry observers believe this is the core reason behind the jump in age restrictions.

On global mobile app stores, Mario Kart Tour is often rated for younger audiences (even ages 4 and up). More broadly, the entire Mario Kart franchise is generally categorized as 'Everyone' with only a few lighthearted, cartoonish action sequences.

In other words, the 18+ rating in Brazil has placed this racing game in the same category as games for adults – a huge departure from its established global reputation. To date, Nintendo has not offered any public explanation for this change. Furthermore, it remains unclear whether the new rating will affect the game's release or future updates in this South American market.
